EU Emissions Trading Scheme Verification
VerificationThe verifier is required to verify the emissions reports and tonne kilometre reports in accordance with the applicable provisions, EU Commission's Monitoring and Reporting Guidelines (MRG) and the Finnish Transport Safety Agency's instructions. At the end of the verification, the verifier issues a verification statement, confirming whether the report is satisfactory or not. The verification statement must contain all the elements necessary for the verification. The report can be considered satisfactory if it has been drawn up in compliance with the applicable requirements and if the total amount of annual emissions or tonne kilometres reported is not essentially wrong. Aircraft operators are required to submit their emissions reports and tonne kilometre reports, together with the associated verification reports, to the competent authority by 31 March 2011. It is the aircraft operators' responsibility to make sure that their reports on annual emissions and tonne kilometres are verified by an accredited verifier. Requirements concerning the verifier The verifier must have Trafi's approval to act as a verifier for aviation emissions trading in Finland, and the verifying organisation must be an accredited aviation verifier in some EEA (European Economic Area) state. The accreditation is granted by an accreditation body in an EEA state. In addition, Trafi confirms the validity of the accreditation in Finland based on a statement issued by the Finnish Accreditation Service (FINAS). The statement by FINAS is required before Trafi can make a decision about approving the verifier in Finland. List of approved verifiers |
