Reporting of accidents, serious incidents and occurrences


Civil aviation accidents, serious incidents and occurrences in the Finnish territory must be reported in accordance with Aviation Regulation GEN M1-4 (pdf). The regulation also applies to the operation of Finnish-registered aircraft outside Finland, as well as to operations under a Finnish Air Operator Certificate.

The report can be submitted using an online flight safety report form. Alternatively, the report can be mailed or faxed to the Finnish Transport Safety Agency using the form Report of an accident, serious incident or occurrence (pdf).

The information contained in the reports (excluding personal data) will be stored in the European Commission's Eccairs database, which is used to monitor the flight safety situation. The reports are sent for information to the Accident Information Board, Finland.

The confidential information obtained through reporting is used for the improvement of flight safety. The incident should be described accurately enough, so as to give the recipient a clear impression of what happened and to make comprehensive safety analyses.

Please make sure that the report contains at least the following information:
  • What happened?
  • What were the consequences?
  • Estimated cause of the incident and contributing factors
  • Weather conditions
  • If the incident occurred during a flight, fill in the section "History of flight" carefully.
