EU Emissions Trading Scheme Monitoring and reporting
Monitoring and reporting of emissionsAll aircraft operators falling under the scope of the EU Emissions Trading Scheme must monitor and report their carbon dioxide emissions from 2010 onwards. For this purpose, a monitoring plan must be drawn up in advance. Aircraft operators' monitoring plans must be approved by the competent authority, which in Finland is the Finnish Transport Safety Agency (Trafi). The plan should be submitted using the templates found on this web site. It must outline how the aircraft operator's carbon dioxide emissions are formed and how the operator processes, records and monitors the information. The plan must also contain information on quality assurance for the entire system. Reporting annual emissions Each aircraft operator is required to submit an annual emissions report to the competent authority. The report must be verified by an independent and accredited verifier prior to submission. In the pre-trading period (2010-2011) the first verified emissions reports must be submitted by 31 March 2011 and 2012. Aircraft operators are, however, not required to surrender allowances equivalent to the reported emissions for the years 2010 and 2011. The first actual emissions trading period starts from 1 January 2012. Aircraft operators must surrender a number of allowances equivalent to their annual emissions in year 2012 by the end of April 2013. After that, operators will each year be required to surrender allowances that cover their verified reported emissions for the previous year. Review of the monitoring plan for annual emissions Before the start of each emissions trading period, aircraft operators must submit a revised monitoring plan for annual emissions. The first mandatory review will take place before 1 January 2013. The purpose of the review is to assess whether the monitoring methods could be improved so as to obtain even more accurate data on the emissions. The revised monitoring plan for annual emissions must also be approved by the competent authority. |
