Finnish aviation regulationsFinnish aviation regulations are divided into the series GEN, AGA, ANS, AIR, OPS, PEL, TRG, SEC and JAR. In addition to the collection of aviation regulations, some regulatory standards are still included in the series of Rules and Decisions, in which all regulations on airspace management, civil aviation security and traffic rights were published until the end of year 2005. GEN series contains aviation regulations of a general nature, concerning e.g. aircraft registration and reporting of accidents and incidents. All CAA departments are involved in the preparation of GEN regulations. AGA regulations concern aerodromes and ground aids, containing provisions on e.g. aerodrome construction, operation and management. ANS regulations relate to air navigation services and mainly deal with the use of safety management systems by air traffic service providers. AGA and ANS regulations are prepared by the CAA Air Navigation Services and Aerodromes Department. AIR regulations concern the airworthiness and maintenance of aircraft and aeronautical products. AIR regulations are prepared by the CAA Airworthiness Department. OPS regulations contain provisions on flight operations and are prepared by the CAA Flight Operations Division. The regulations deal with private and commercial flight operations, airline operations, helicopter operations, agricultural flights, sailplane operations and aircraft insurance issues. The series PEL and TRG contain regulations on personnel licensing and training. These regulations are prepared by the CAA Training and Licensing Division. SEC regulations deal with security, i.e. the prevention of acts of unlawful interference with civil aviation. SEC regulations are prepared by the CAA Security Unit, operating under the Air Transport Department. In the near future, a new series named INT will be added to the regulations collection, containing provisions on the use of traffic rights. Before the regulatory functions of the Finnish Civil Aviation Authority were separated from the state enterprise Finavia (former Finnish Civil Aviation Administration), these standards were published in the series of Rules and Decisions. They fall within the competence of the CAA Air Transport Department. Finnish aviation regulations can be ordered from the CAA by telephone +358-(0)9-4250 2406 or using an order form. The list of aviation regulations also contains some revoked regulations, where it may be necessary to compare the amended and revoked versions. Revoked regulations are marked with an ’X’. They are no longer in force, but have been replaced by a new regulation. At the bottom of the page for each regulation series, there is a list of regulations which have been removed from the collection. The removed regulations have not been replaced with a new one.
