The authority responsible for implementing the Emissions Trading Scheme for aviation in Finland is the Finnish Transport Safety Agency (Trafi). The Energy Market Authority is in charge of allowances accounts and auctioning.

The role of the Energy Market Authority



In Finland, the Energy Market Authority is responsible for the registration of annual emission allowances on the aircraft operator's holding account, for cancelling surrendered allowances, emission reduction units and certified emission reductions as well as for transferring the units to Finland's retirement account. In addition, the Energy Market Authority arranges the auctions and transfers their income to the state.
