Trafi oversees air cargo security measures

 

The Finnish Transport Safety Agency (Trafi) is the authority supervising the implementation of air cargo security measures in Finland. The supervision covers the whole logistics chain, from identification of the consignment as air cargo to the moment when it is loaded on an aircraft. All companies participating in the logistics chain must be approved by the authority.
 
Acting as a regulated agent has even earlier been subject to an approval, and since the new Security Regulation 300/2008 entered into force, known consignors are also required to be approved as of 29 April 2010.
 
Regulated agent means e.g. a freight agent or transport company which carries out security controls of air cargo or mail as approved or required by the aviation authority.
 
Known consignor means a company which manufactures a product or handles it at a stage where any prohibited article contained in it would be clearly visible without using special instruments.
 
After 29 April 2010, regulated agents and air carriers have no longer been allowed to designate new known consignors. However, the validity of a known consignor status granted prior to 29 April can be extended up to 29 April 2013, provided that the known consignor meets the applicable requirements. After this three-year transitional period, all approvals granted by regulated agents or air carriers will expire.
 
How to apply for a known consignor status?

Please send a free-form application for known consignor approval to the Finnish civil aviation authority, address: Finnish Transport Safety Agency, Aviation Sector, Security Unit, PO Box 320, FI-00101 Helsinki, Finland. The Security Unit will provide more detailed instructions to the applicant.

Known consignors are inspected by independent validators

 

For inspections related to known consignor approvals, the Finnish Transport Safety Agency may use independent validators acting on its behalf. The independent validator can be a private person with sufficient expert knowledge to carry out the inspection.
 
In addition, the person must meet the criteria listed in Advisory Circular SEC T1-1, which entered into force on 27 September 2010 (only available in Finnish; information in English will be provided on request).
 
The Finnish Transport Safety Agency will train and authorise the independent validators. The authorisation is subject to a charge. Any inspections are booked and paid for by the known consignor itself.
