Aviation legislationThe basic provisions concerning aviation in Finland are contained in the Finnish Aviation Act and in Community Regulations applicable within the whole EU territory. The share of EU regulations is constantly increasing. One of the tasks assigned to the Finnish Transport Safety Agency by the Aviation Act is to issue more detailed aviation regulations complementing the Act. Most aviation regulations are based on international standards and recommendations, which are issued e.g. by the International Civil Aviation Organization (ICAO) and European Organisation for the Safety of Air Navigation (Eurocontrol). All aviation regulations are published in the CAA regulations collection (in Finnish). While the regulations are being prepared, various interest groups are consulted. Usually the request for comments is published on the CAA website, where anyone can read it and express their opinions. The CAA regulations collection also includes advisory circulars, which contain guidance material. Other CAA publications include airworthiness directives and airworthiness notices (in Finnish). |
