United States of America - Finland - Air Services Agreement


A Finland - United States Air Services Agreement was signed in 1949 (amended in 1980, 1994 and
1995). The agreement as amended is in force. Active negotiations (comprehensive mandate) between
the Community and the United States are being pursued.

Designation principles

Multiple designation. A designation may be refused if one Party is not satisfied that substantial ownership
and effective control of a designated airline are vested in nationals of the Party designating the airline.

Traffic rights for designated airlines of Finland

Route possibilities: From points behind Finland via Finland and intermediate points to a point or points in the United States and beyond. Unrestricted 5th freedom rights are granted at all points. Unused traffic rights are available..

Capacity regime

Designated airlines may freely determine capacity to be provided.

Tariff regime

Tariffs may be established by designated airlines based on commercial considerations in the marketplace. Intervention possibilities by authorities are limited to the prevention of unreasonably discriminatory tariffs or practices, protecting consumers from tariffs that are unreasonably high or restrictive due to abuse of a dominant position, and protecting airlines from tariffs that are artificially low due to direct or indirect governmental subsidy or support.
