Active negotiations (comprehensive mandate) between the Community and the United States are being pursued. Designation
principlesMultiple designation. A designation may be refused if
one Party is not satisfied that substantial ownershipand effective control of a designated airline are vested in nationals of the Party designating the airline. Traffic rights for
designated airlines of FinlandRoute possibilities: From points
behind Finland via Finland and intermediate points to a point or points in
the United States and beyond. Unrestricted 5th freedom rights are granted
at all points. Unused traffic rights are available..
Capacity regimeDesignated airlines may freely determine capacity to
be provided.Tariff regimeTariffs may be
established by designated airlines based on commercial considerations in
the marketplace. Intervention possibilities by authorities are limited to
the prevention of unreasonably discriminatory tariffs or practices,
protecting consumers from tariffs that are unreasonably high or
restrictive due to abuse of a dominant position, and protecting airlines
from tariffs that are artificially low due to direct or indirect
